Phil Guerin

President and Chairman

Phil Guerin retired in January 2023 after a 38 year career with the City of Worcester, most recently as Assistant Commissioner of Water & Sewer in the Department of Public Works & Parks.  He is a 1982 graduate of Worcester Polytechnic Institute with a Bachelor of Science in Environmental Science.  Phil is a founding member and current President of the Massachusetts Coalition for Water Resources Stewardship.  He is also a Past President of the Massachusetts Water Works Association and represents the City of Worcester on the Board of Directors of Upper Blackstone Clean Water.  Phil received the 2019 Professional Manager of the Year-Water Resources award from the American Public Works Association and in 2012 was recognized by President Obama as a Champion of Change.
