About the Coalition

Our mission is to advocate on behalf of water agencies and professionals for advancing science-based policies and practices that protect the water environment and public health in a sustainable, practical, and effective manner.

The Massachusetts Coalition for Water Resources Stewardship (MCWRS) was initially formed as an ad hoc group in 2006 out of growing frustration with regulatory approaches to water infrastructure. In 2007, MCWRS issued a white paper on regulatory reform which led to a meeting in Washington, D.C. with the Massachusetts Congressional Delegation. This effort in turn led to monthly meetings with EPA Region 1 administration to find common ground. Following this, MCWRS was officially formed as a 501(c)(4) nonprofit in 2010.

Today, MCWRS is a leading voice for environmental, social, and fiscal responsibility in the Massachusetts water sector. We advocate for sensible solutions that protect the environment without bankrupting communities or competing with other municipal priorities and call for greater accountability from regulatory agencies and other stakeholders. We monitor policy, regulatory proposals, and actions that affect our members.

MCWRS is known for our yearly symposium on timely topics relevant to the water sector and for appeals to regulations such as the MS4 permit. Members include municipalities; public agencies that transport and treat drinking water, wastewater, and stormwater; quasi-government agencies; and private organizations.
